On 21 October 2026, Cisco published fixes for the collaboration and voice products that many organisations use to connect calls and meetings to the outside world. The most serious is CVE-2026-76466 in Cisco Expressway Series, which Cisco rates Critical with a CVSS 3.1 base score of 9.8 (Cisco as CNA). In clustered Expressway deployments, it could let an unauthenticated remote attacker run operating system commands as root. Cisco also released a security hardening release for its Unified Communications (UC) products, including Unified Communications Manager (Unified CM) and Unity Connection, which groups internally found flaws into eight CVEs. The highest of those is also rated 9.8 by Cisco.
There is no workaround for either. The fixes are Expressway X15.5.20 and UC release 15SU5; customers on Expressway X14 or UC release 14 have to migrate to a fixed release. As of 23 October 2026, 08:29 Cyprus time (UTC+3), Cisco says it is not aware of any public announcements or malicious use of these vulnerabilities, and none of them is in CISA's Known Exploited Vulnerabilities (KEV) catalog. Cisco says the hardening flaws came from an internal security review and "are not known to be actively exploited".
Technical Information
CVE-2026-76466, Cisco Expressway Series remote code execution (cisco-sa-vcs-static-cred-hr7EWZ8t):
- What it is. Cisco says a vulnerability in the database service feature of Expressway "could allow an unauthenticated, remote attacker with network access to a Cisco Expressway device to execute arbitrary operating system commands as root."
- Why it happens. Cisco attributes it to "the use of persistent cookies" and to insufficient validation of client certificates when the TLS Verify Mode is set to Enabled for clustering. Cisco classifies the flaw as CWE-798 (use of hard-coded credentials).
- Preconditions. Cisco says: "An attacker with possession of the cookies could exploit this vulnerability by connecting to the database service and invoking specific remote procedure call (RPC) commands." Cisco does not say how an attacker would obtain the cookies, so we do not treat that as a strong barrier. Only clustered devices are affected: the flaw applies to Expressway-C and Expressway-E, virtual and appliance, "if they are running a vulnerable release and have the devices configured in a cluster."
- Score. CVSS 3.1 base 9.8 (AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:H/A:H), Cisco as CNA. NVD lists the CVE as "Awaiting Analysis" and has not published its own score.
- Credit. Cisco thanks Stefan Aleksic of Jane Street for reporting it.
Cisco Expressway Series Security Hardening Release: October 2026 (cisco-sa-exwy-hardening-FhcqBVcs). Published alongside it, this advisory covers internally found Expressway flaws grouped into eight CVEs (CVE-2026-76490 to CVE-2026-76497). Cisco rates the advisory High, with a highest score of 8.6. They affect all Expressway devices "regardless of device configuration," not only clusters. The same X15.5.20 release fixes them and CVE-2026-76466.
Cisco's scores for each Expressway hardening CVE, as published in its CVE records (CVSS 3.1, Cisco as CNA; NVD shows the same scores and lists all as "Awaiting Analysis"):
| CVE | Cisco score | Cisco severity | Weakness (as named in Cisco's CVE record) |
|---|---|---|---|
| CVE-2026-76490 | 8.6 | High | CWE-787, Out-of-bounds Write |
| CVE-2026-76491 | 7.5 | High | CWE-617, Reachable Assertion |
| CVE-2026-76492 | 7.5 | High | CWE-476, NULL Pointer Dereference |
| CVE-2026-76493 | 7.5 | High | CWE-248, Uncaught Exception |
| CVE-2026-76494 | 7.8 | High | CWE-94, Improper Control of Generation of Code ('Code Injection') |
| CVE-2026-76495 | 7.8 | High | CWE-732, Incorrect Permission Assignment for Critical Resource |
| CVE-2026-76496 | 7.0 | High | CWE-59, Improper Link Resolution Before File Access ('Link Following') |
| CVE-2026-76497 | 6.6 | Medium | CWE-377, Insecure Temporary File |
The advisory's own table gives 8.6 for CVE-2026-76490 to CVE-2026-76493 and 7.8 for CVE-2026-76494 to CVE-2026-76497. Cisco has not said which figures are final. Either way, the fix is the same.
Cisco Unified Communications Products Security Hardening Release: October 2026 (cisco-sa-voice-hardening-twgbH9e3):
- What it is. Cisco says engineering teams for Emergency Responder, Prime Collaboration Deployment, Unified CM, Unified CM IM & Presence Service (IM&P), Unified CM Session Management Edition (SME) and Unity Connection "conducted a comprehensive internal security review," which "resulted in software hardening releases that address multiple internally discovered vulnerabilities."
- How the CVEs work. Cisco grouped the issues by vulnerability class (CWE) and gave each group one CVE. Each CVE's score is "the maximum potential severity of the single most impactful underlying vulnerability" in that group. So a CVE stands for several flaws, and its score describes the worst one. Cisco has not published per-flaw details, and says it "may publish separate security advisories" later.
- Scope. The products are affected "regardless of device configuration."
- Origin. Cisco says the flaws "were found during internal testing and are not known to be actively exploited," using "existing testing processes as well as frontier AI models."
Cisco's scores for each UC CVE (CVSS 3.1, Cisco as CNA; the advisory and Cisco's CVE records agree; NVD lists all as "Awaiting Analysis"):
| CVE | Cisco score | Cisco severity | Weakness (as named in Cisco's CVE record) |
|---|---|---|---|
| CVE-2026-76473 | 9.8 | Critical | CWE-74, Improper Neutralization of Special Elements in Output Used by a Downstream Component ('Injection') |
| CVE-2026-76474 | 9.8 | Critical | CWE-287, Improper Authentication |
| CVE-2026-76475 | 9.3 | Critical | CWE-79, Improper Neutralization of Input During Web Page Generation ('Cross-site Scripting') |
| CVE-2026-76476 | 8.8 | High | CWE-20, Improper Input Validation |
| CVE-2026-76477 | 8.8 | High | CWE-89, Improper Neutralization of Special Elements used in an SQL Command ('SQL Injection') |
| CVE-2026-76478 | 8.8 | High | CWE-284, Improper Access Control |
| CVE-2026-76479 | 7.8 | High | CWE-22, Improper Limitation of a Pathname to a Restricted Directory ('Path Traversal') |
| CVE-2026-76481 | 7.5 | High | CWE-703, Improper Check or Handling of Exceptional Conditions |
Cisco's advisory describes some of these classes in its own words; the names above are the ones in Cisco's CVE records.
Cisco rates the UC advisory as a whole Critical. Three of the eight CVEs score 9.0 or above; the other five are High. The eight IDs are not a continuous range: one number between CVE-2026-76473 and CVE-2026-76481 belongs to a different Cisco product and is not part of this release.
Timeline (Cyprus time, UTC+3):
- 14 October 2026, 19:00: Cisco publishes an advance notice that the Expressway and UC advisories will publish on 21 October (cisco-sa-notice-QGwHnJ6k). Under Cisco's risk-based disclosure process, hardening releases and other advisories are "scheduled to publish on the first and third Wednesday of each month", with seven days' advance notice; Cisco adds that "this schedule is not a final commitment of releases."
- 21 October, 19:00: Cisco publishes the three advisories above, plus two Medium-rated ones for Expressway (information disclosure) and Unified CM (improper access control).
- 21 October: The Canadian Centre for Cyber Security issues AV26-1073, listing Expressway releases prior to X15.5.20 and the UC products prior to 15SU5.
Affected Product Versions
Per Cisco's advisories (21 October 2026):
| Product | Affected | First fixed release |
|---|---|---|
| Expressway-C / Expressway-E (CVE-2026-76466; clustered only) | X15.5.3 and earlier | X15.5.20 |
| Expressway-C / Expressway-E (CVE-2026-76466) | X14 and earlier | Migrate to a fixed release |
| Expressway-C / Expressway-E (hardening CVEs; any configuration) | X15.5.3 and earlier; X14 and earlier | X15.5.20; X14 and earlier migrate |
| Emergency Responder, Prime Collaboration Deployment, Unified CM, Unified CM IM&P, Unified CM SME, Unity Connection | Release 15 | 15SU5 |
| Same UC products | Release 14 | Migrate to a fixed release |
Notes:
- Clustering matters for CVE-2026-76466 only. A standalone Expressway is not affected by CVE-2026-76466, but it still needs X15.5.20 for the hardening CVEs.
- No in-place fix for older trains. Cisco gives no fixed release on Expressway X14 or UC release 14. Those customers need to plan a migration, not a patch.
- Cisco validates only what it lists. Cisco's PSIRT "validates only the affected and fixed release information that is documented" in each advisory.
Workaround and Mitigation
- Upgrade. Move Expressway-C and Expressway-E to X15.5.20, and the UC products to 15SU5. Cisco says there are no workarounds for any of these vulnerabilities, and that workarounds and mitigations in general are "temporary solutions until an upgrade to a fixed software release is available."
- Start with clustered Expressway. Clustered Expressway pairs, especially Expressway-E at the internet edge, are the ones exposed to the 9.8 root command execution flaw (Rescana guidance).
- Plan migrations for release 14 and X14. If you run UC release 14 or Expressway X14 or earlier, there is no fixed release on those trains. Start the move to a fixed release now (Rescana guidance).
- Until you upgrade, reduce reach. This is not a Cisco workaround. Limit which hosts can reach Expressway cluster and management services, and keep UC administration interfaces off the internet (Rescana guidance).
- Watch for follow-up advisories. Cisco says it "may publish separate security advisories" with details of individual fixes. Subscribe to Cisco's security notifications for these products (Rescana guidance).
Indicators of Compromise
Cisco has published no indicators of compromise for CVE-2026-76466 or the hardening releases, and reports no malicious use. The Canadian Centre for Cyber Security's AV26-1073 lists none either. Cisco's UC advisory links two Snort rules (67356 and 67358) for customers using Cisco's intrusion prevention. Cisco does not map these vulnerabilities to MITRE ATT&CK, and we have not done so either.
What we will update
We will update this post if Cisco reports exploitation or revises the advisories, if CISA adds any of these CVEs to the KEV catalog, if Cisco publishes separate advisories with details of individual hardening fixes, or if NVD publishes its own scores.

Why this matters for your vendors
Expressway and Unified CM often sit at the edge of a supplier's voice and meeting infrastructure. Knowing which of your suppliers run these platforms, and whether they are on X15.5.20 and 15SU5, lets you work with them on the few that matter instead of chasing everyone.
Forward this to your TPRM owner (Rescana guidance). A short, friendly check with suppliers that run Cisco collaboration or voice:
- Do you run Cisco Expressway-C or Expressway-E, and are any of them clustered or facing the internet?
- Are your Expressway devices on X15.5.20? If not, when will they be?
- Do you run Unified CM, IM&P, SME, Unity Connection, Emergency Responder or Prime Collaboration Deployment? Are they on 15SU5?
- If you are on release 14 or Expressway X14, what is your migration plan and date?
- Do any of these systems handle calls, meetings or voicemail for us?
